How does communication work in Criminal Justice?

What are five types of messages most often communicated in the field of criminal justice?

Can someone explain the ways in which each of these messages are communicated (upward, downward, etc.) within the various areas of the criminal justice system?

Before anyone answers, I have read the books over and over and looked up the flow of communication. All I am getting is that downward starts from the top of the chain, down. Upward starts at the bottom, working slowly up the chain and can lead into disoriented information.

However, what types of messages are there??How does communication work in Criminal Justice?
see wikipedia POLICE RANK

scroll down to UNITED STATES

What they are saying is downward from the Mayor to Chiefs to bottom of rank via structure in-place within organization.

Upward, police patrolman reports, to sgt, lt, Captain, chief of division effected to prosecutor or tickets for traffic to courts.
